The issue is "Manage Mandate" feature where both "Required" and "Excluded" parameters exist in a single column, but "Required" always takes precedence.

Modify System Behavior: The ideal solution would be to modify the system behavior. Here are two options:

1. Prioritize "Excluded": If "Excluded" is selected, it should take precedence over "Required," even within the same column.

2. Disable Conflicting Options: When both "Required" and "Excluded" are chosen in the same column, the system should display an error message or disable one of the options.

3. Separate Columns: If modifying system behavior is not feasible, consider separating "Required" and "Excluded" into distinct columns. This would allow for clear and independent selection of both options.

Actual Output:

The system allows creating two "Manage Mandate" parameters: "Required" and "Excluded" within a single column. However, it appears that the "Required" field overrides the "Excluded" option. This creates a scenario where data can never be truly excluded, regardless of the "Excluded" selection.
